Abstract:The ethical risk of public health insurance has always been a hot topic in academic circles. At present, there have been a series of research on moral hazard abroad. These researches focus on estimating the price elasticity of health care demand. In contrast, the relevant domestic research is still relatively limited, and more studies are needed to analyze the problems in the domestic medical insurance field. Although the existence of ethical risks has reached consensus, the size and nature of moral hazards still need to be further discussed. Based on the research results in recent years, this paper makes a preliminary consideration of some problems existing in China's medical insurance policy, mainly reflected in the analysis of individual medical care time cost, estimating the patient's response to spot price and future price, distinguishing moral hazard and income effect, and estimating the general equilibrium effect of medical insurance. This paper believes that Chinese scholars can dig out more new research questions and perspectives based on China's reality. This paper will promote the development of the study on moral hazard in health economics, provide a reference for the improvement of our medical security system, and provide experience for the development of other countries' medical security systems.
